Philip John Armstrong was born in Sydney in 1927. After graduating MB BS from the University of Sydney in 1952, he worked in both Sydney and Launceston, and relocated to Melbourne in 1954 to work at the Alfred Hospital. The following year he completed a Diploma of Anaesthetics at the University of Melbourne and obtained fellowship in 1956.

Armstrong was a foundation member of the Victorian Anaesthetic Group in 1957 but continued to work at the Alfred. He retired from practice in 1997.
